PAYMENT STANDARDS AND UTILITY ALLOWANCES
Payment Standards:
Scott County CDA Payment Standards are for the Cities of Shakopee, Savage, Prior Lake, Jordan, Belle Plaine, New Prague, Elko New Market, Credit River. Each housing authority has their own payment standards and served by separate housing authorities. If you are looking for housing in a different service area, you can go to https://www.housinglink.org/subsidizedhousing/section-8-payment-standards to find more information about payment standards in that area.
Payment Standards are approved by the Scott County CDA Board every October and go into effect January 1st of each year. The CDA is required to annually review its payment standards for each unit size once the Fair Market Rents are published and must set the payment standards between 90%-110% of the Fair Market Rent. Payment standards should be balanced between an efficient use of Housing Assistance Payment (HAP) dollars and subsidizing families to be competitive in the open rental market. The CDA analyzes several factors when determining payment standards—Local rental property survey results, HousingLink rental data trends, current participant data, and program funding considerations.

Utility Allowances:
The CDA adopts the same regional utility allowance as Metro HRA . The Metro Housing Authority completes an annual review of utility rates for natural gas, electric, propane, fuel oil, water, sewer and trash collection. Scott County CDA Board then approves the Metro HRA’s recommendations every October and they go in effect January 1st of each year.
