Project Based Housing Manager – Full-Time, Shakopee, MN
(portfolio manager, regional property manager)
The Scott County Community Development Agency (CDA) in Shakopee, MN, is seeking a full-time (days, M-F) Project Based Housing Manager. The prime responsibilities of this position include oversight and management of scattered site CDA-owed rental units, supervising and directing the work of housing specialists and maintenance technicians, following all program regulations and laws dependent on type of subsidy with property, coordinating property inspections, mediating disputes, managing remediation of property damage, managing waiting lists for properties and developing/managing budgets. Will require driving to properties scattered across Scott County using a CDA vehicle (occasional personal vehicle use may be needed). Excellent client service skills are required with the ability to effectively relate to persons of diverse ethnic or economic backgrounds and residents that may be elderly or have limited English proficiency. Valid driver’s license, good driving record with reliable vehicle and proof of insurance are required.
Minimum Requirements: 3-5 years of experiencing serving diverse populations in management of housing programs or property rental and leasing, as well as 3-5 years of supervision of direct reports which includes managing work and recommending any employment action. A Bachelor’s Degree with coursework in housing or business administration, social work, or related field is required. Equivalent combined education and experience will be considered by having of 5-7 years of directly related experience for an Associate’s Degree and 7-10 years of directly related experience for a High School Diploma or Equivalent.
Starting range for this position is $62,000-$70,000 annually, exempt, dependent on qualifications. The CDA offers 24 days of PTO per year, 12 Holidays, generous contribution to retirement plan, professional development opportunities, small office atmosphere, and competitive health/dental insurance plans.

Housing Rehabilitation Coordinator – Full-Time, Shakopee, MN
(Residential building construction/contract administration, property inspections)
The Scott County Community Development Agency (CDA) in Shakopee, MN, is seeking a full-time (days, M-F) Housing Rehabilitation Coordinator. The prime responsibilities of this position include preparing requests for bids/proposals for repairs or capital improvements of the CDA’s housing units, managing rehabilitation projects to ensure compliance with Federal, State, or local laws and regulations, maintaining detailed records on contracts, and scheduling outside contractors for work as needed. This position will also inspect properties with rental assistance for compliance of Housing Quality Standards (HQS) approximately 2 days per week, which will require driving to properties scattered across Scott County using a CDA vehicle (occasional personal vehicle use may be needed). Excellent client service skills are required with the ability to effectively relate to persons of diverse ethnic or economic backgrounds, and residents that may be elderly or have limited English proficiency. Valid driver’s license, good driving record with reliable vehicle and proof of insurance are required.
Minimum Requirements: High School Diploma or GED and at least 3-5 years of experience as listed above for residential rehab/contract administration and 1-3 years of experience performing residential property inspections. HQS certification will be required within 6 months of hire. Preferred Requirements: Associates/Technical school degree in residential construction or building trades, contract administration or related field. May substitute equivalent combination of education and experience. Starting range for this position is $25.22 to 31.00 per hour, non-exempt, dependent on qualifications.
