The HRA Board held its first organizational meeting on 1/21/1975 and elected Marjorie R. Henderson, the Board Chair (Pictured Above: Bottom Right).  Marge served as the Chair of the Board for over 30 years championing efforts of affordable housing and redevelopment across Scott County.  In recognition of her many years of service, The Henderson apartments, one of nine 55+ developments is named after Marge.  The Henderson was a redevelopment effort between the Scott County CDA and St. Mary’s church that resulted in the CDA purchasing the land to develop 51 units of affordable market rate rental units for persons 55+.  The building opened in 2016. The CDA began its 50th year with the Board holding its organizational meeting on 1/14/2025 where they re-elected DeAnn Croatt, the Board Chair. DeAnn has served as Board Chair since taking the baton from Marge and has served on the CDA Board for over 27 years.

Last Fall, DeAnn was awarded the 2024 Conrad Rettmer Commissioner Award at the MN NAHRO (National Association of Housing and Redevelopment Officials) Fall Conference. This award is in recognition of Commissioners outstanding leadership in the community in the promotion and implementation of affordable housing and community development activities.
