Investing in the Development of Workforce Rental Housing

The CDA’s INVEST Program meets our strategic goal of increasing workforce housing capacity by investing in the development or preservation of affordable workforce rental housing throughout Scott County. Funds are to be used as a source of gap financing that can, in turn, be used to leverage additional public and private sector funds.

New this year: additional time-limited ARPA funding has been allocated to provide a priority to projects that expand the volume and variety of units dedicated to serving individuals living with a disabling condition.

The Scott County CDA has leveraged funds to add over 400 affordable workforce units to the County over the last five years! Pictured is Core Crossings, located in Shakopee, the County’s newest affordable workforce development using the INVEST program to leverage the award of low-income housing tax credits.  This property is being developed by Sand Companies and will be completed in late 2022.
