The Public Housing, Rural Development, and Project-Based Voucher programs are called project-based programs because the rental subsidy stays with the housing unit.

RURAL DEVELOPMENT

The Scott County CDA has RURAL DEVELOPMENT apartment buildings located in Jordan and Belle Plaine. The Federal aid that the Scott County CDA receives from USDA Rural Development provides project-based rental assistance* in towns where the population is less than 20,000. The apartment building in Jordan, called Britland (see brochure), has 1-3 bedroom units. The apartment building located in Belle Plaine, called Belle Haven (see brochure), has an efficiency, 1 & 2 bedroom units. Tenants receiving rental assistance pay no more than 30% of their adjusted income for rent. Applicants must meet income guidelines established by HUD. Applicants must also meet Scott County CDA eligibility requirements (rental, credit and criminal background checks).

*Not all of the units have a subsidy; however, the rent without subsidy is below market rate.

Public Housing

The Scott County CDA has a PUBLIC HOUSING apartment building for elderly (62+) or disabled individuals who have low to moderate incomes. The public housing apartment, called Prior Manor, is located in Prior Lake and has one bedroom units only (see brochure). The Federal aid that the Scott County CDA receives from the Department of Housing and Urban Development (HUD) enables renters to pay 30% of their adjusted income for rent. Applicants must meet income guidelines established by HUD. Applicants must also meet Scott County CDA eligibility requirements (rental, credit and criminal background checks).

The WAITING LIST IS CLOSED. When it opens, it will be advertised in all Scott County newspapers and posted on www.housinglink.org.

Project Based Vouchers

The PROJECT-BASED VOUCHER program provides affordable housing to individuals and families with low to moderate incomes. The Scott County CDA owns and manages project-based rental units throughout Scott County which include apartments, townhomes, duplexes and single-family homes with 2-5 bedrooms which may be located in Shakopee, Savage or Prior Lake. An applicant is not able to pick a unit or city to live in. The Federal aid that the Scott County CDA receives from the Department of Housing and Urban Development (HUD) enables renters to pay 30% of their adjusted income for rent. The housing subsidy stays with the housing unit. Applicants must also meet Scott County CDA eligibility requirements (rental, credit and criminal background checks).

How do I get Subsidized Housing?

The process begins by applying at the Scott County CDA when the waiting list is open. It is a good idea to sign up for automatic e-mail alerts from Housinglink.org so you get notification when a waiting list opens. The waiting lists Rural Development is currently OPEN. See above.

How long will it take?

After you have applied when the waiting list is open, it may take from one to several years for your name to come to the top of the list. Always make sure that the Scott County CDA has your current address as you may get notifications in the mail from time to time, and if the post office cannot deliver your mail, you could be removed from the waiting list.

How can I find out where I am on the Scott County CDA waiting list?

You can call the automated WAITING LIST LINE for the Scott County CDA, 1-888-302-1869. Please be prepared to enter the SSN and birth date of the head of household. This automated system will provide you with the number of your position on the waiting list, but please know that it will not provide a timeframe for coming to the top of the list. Because waiting time is determined by the bedroom size required for the household, eligibility for local admission preferences, and when current households move out, it is not possible for CDA Staff to determine when a unit will be available for you.

How do I let you know my address changed?

In writing. Please print neatly your name and tenant ID if you know it, your old address, your new address, and a phone number where you can be reached if there are questions about your address. Then you can drop it off, mail it, or fax it to the Scott County CDA.

What if I'm homeless or going to be homeless soon?

The Scott County CDA does not offer emergency housing. Since the Scott County CDA's programs operate off a waiting list, which may be lengthy, you should contact your county human services department or CAP agency so that they can help you determine what your options are.  In Scott County, the phone numbers are:

  • The CDA does not have emergency housing.
  • You must be a US Citizen, or a non-citizen with eligible immigration status to apply for open waiting lists.
